Just Play Program Manager

Through the FFAS Just Play Program children and adolescents are empowered to advocate as agents for change, supporting the development of positive behaviour practices and the enhancement of resilience among their peers and community.

Designed to address the broad range of needs of children and adolescents in the region, the programme seeks to address the following core areas:

  • Child Survival—By reducing the risk factors associated with non-communicable diseases, and engaging children and adolescents on a range of health issues;
  • Education—By facilitating the development of important life skills applicable both on and off the field, including the acceptance of rules, decision-making, teamwork, respect, and play;
  • Gender Equality—By changing perceptions towards women and girls, and creating pathways to empower women and girls to realize their human right;
  • Water, Sanitation, and Hygiene (WASH)—By supporting the development of positive WASH behaviors and practices in schools, communities, and in times of emergencies; 
  • Child Protection and Social Inclusion—By challenging harmful social norms and stereotypes, and creating pathways to empower those disadvantaged on the basis of their gender, identity, or ability to realize their human rights; and
  • Emergency—By building resilience and supporting the emotional recovery of children and adolescents following natural disasters and conflict.

The Just Play Program takes into account lessons learnt and documented feedback to continuously shape programming components and core content. Football sessions delivered in primary and secondary schools, communities and following natural disasters, have been designed to facilitate the development of critical life skills applicable both on and off the field of play.   

With a ball, a coach, and a safe space to play, the Just Play Programme delivers football in combination with life skills messages aimed is to build stronger healthier individuals, communities, and nations by addressing social issues affecting children and adolescents in the Pacific and beyond.

Overview of Role

The role of the Just Play Program Manager is to ensure the effective and efficient day-to-day management of the Just Play Program, with guidance, support and under the supervision of the OFC Football for Development department in partnership with the Football Federation of American Samoa

Deliverables and Outputs

The key responsibilities and deliverables include:

  • Develop a work plan and a budget: The Just Play Program Manager will be responsible for preparing an annual work plan and budget, 
  • Co-ordination and supervision: The Just Play Manager Coordinators the Just Play team to facilitate, guide, and support the delivery of programming components and activities, in line with the annual work plan and budget. 
  • Capacity building workshops: The Just Play Program Manager is responsible for supporting and facilitating the capacity building of the Just Play national team.  Also responsible for organizing workshops and training sessions to strengthen the capacity and productivity of the Just Play team in American Samoa.
  • Financial management and oversight of financial reporting to donors and OFC: The Just Play Program Manager is directly responsible for ensuring that program funds are:
    1. Allocated and utilized in alignment with program activities and objectives;
    2. Expenditures are utilized in accordance with program work plans;
    3. Financial procedures and regulations are strictly adhered to; and
    4. Responsible for the completion of monthly financial reports and supporting documents (bank statements, invoices, receipts & activity reports)
  • Monitoring and evaluation and reporting: The Just Play Program Manager is responsible for facilitating all program monitoring, related to learning and reporting aligned to Just Play’s theory of change, the monitoring and evaluation plan at national and regional levels.  
  • Sustainability: The Just Play Program Manager will seek to identify national level opportunities to engage and deliver activities alongside existing partners and programs and will seek to embed programming components into the FFAS and government Agencies   
  • Reporting: The Just Play Program Manager will be responsible to report to OFC Football for Development Department and the FFAS  
  • Partnership meetings: The Just Play Program Manager will meet on a regular basis with the OFC Football and FFAS to update on the program and progress towards results. The Just Play Program Manager conduct regular meetings with program partners, providing them with updates on progress of the program and to provide them with reports and up-to-date programming results.

Skills and Qualifications

  • Bachelor’s Degree in management (or professional experience with at least 1 year in a project/programme management position)
  • Knowledge of the Pacific and community-based development work, including programme development, management experience, and monitoring and evaluation skills
  • Highly proficient in English in report writing and presentations
  • Experience with budgeting, project development, proposal and report writing, and grants management
  • Experience facilitating training, workshops and courses
  • Significant leadership experience in project management, programme administration and financial management
  • Excellent interpersonal, entrepreneurial, and oral and written communication skills
  • Ability to work with people at all levels, from high level officials to community leaders
  • Deep knowledge of and dedication to Just Play work an asset
  • Attended Just Play Programme 6-12, Sport 2 Life and/or Just Play Grassroot courses an asset
  • No criminal record
