Black Roses and Kiwi were set to settle the dispute over second and third place in the standings on 18 May as they face one another during round five.
PanSa had the biggest jump after the latest two rounds, leapfrogging from ninth to fourth after winning both of its games.
They beat Green Bay 6-2 and then edged Utulei Youth 1-0 with a goal in the waning moments of the match.
Fourth-placed PanSa, fifth-placed Atu’u Broncos and sixth positioned Pago Youth are all tied up with six points a piece.
Only the top four teams will advance to the play-offs.
