As part of the approved FIFA Roadmap activities in collaboration with Oceania Football Confederation (OFC) to restore football under an elected administration in American Samoa, a Founding Congress of the Football Federation of American Samoa (FFAS) was held on Saturday 3rd November 2007.

The Founding Congress recognized that football in American Samoa had regained its credibility over the past two years and that FIFA, OFC and the Normalization Committee considered that the normalization period had established the harmonious platform for the local football community to restore its equal standing among FIFA's 208 member associations.

A new execuitive of the Football Federation American Samoa (FFAS) took office following inaugural elections held in late 2007 under newly elected FFAS President Iuli Alex Godinet, in the first elections for the national body since 2005.

Godinet headed off four other candidates in the race for the top job that included Pou Supapo, Tony Langkilde, Malia Perelini and Maselino Tautu. American Samoa football has struggled on the pitch since it was admitted to the Oceania Football Confederation (OFC) in the 1990's with a 31-0 defeat against Australia in an OFC Nations Cup match an unwanted blemish in its short history.

American Samoa is currently ranked 201st in the FIFA world rankings but there is hope for the territory with the completion of work on the Pago Stadium Goal Project that was inaugurated prior to the XIII South Pacific Games - Samoa 2007 under the watchful eyes of former FIFA World Cup winner and OFC Player of the Year Christian Karembeu.

Senior eleven-a-side competition for both men and women recommenced in 2007 with Konica FC winning the men's title after a 4-2 victory over Peace Brothers and Black Roses defeating Pansa Women.

The Federation is working closely with the regional FIFA Development Officer in planning its GOAL Project Phase I, II and III. Phase I was approved in 2003 and GOAL Project funding was utilised in the construction of new facilities and fields.

In what marked a significant day in October 2005, Governor Togiola Tulafono of American Samoa, FIFA Development Officer Glenn Turner, and the Normalization Committee signed a lease agreement for a section of land at Pago Park.

A ground breaking ceremony was held in July 2006 and the park has since seen a major transformation with the construction of international standard football pitches, National Headquarters and an Academy. The Project was co-financed by FIFA, OFC and the Member Association.

On August 18th 2007, invited guests and members of the football family witnessed a significant milestone in the development of football in American Samoa with the Inauguration of the FIFA GOAL Project at Pago Park.

In a magnificent setting rivaled by none in the South Pacific, the new National Headquarters and International Standard field glowed beneath the mountains of Tutuila with a backdrop of Pago Pago Harbour.

The Governor, Togiola Talalelei Tulafono, the FIFA Vice President and OFC President Reynald Temarii, FIFA Ambassador Christian Karembeu and his wife Adriana, OFC AGS Frederic Guillemont, Association Chairperson Pou Supapo, FIFA DO PA Lyn Shirley, V&B MD Ray Vuksich and other territory dignitaries enjoyed a wonderful afternoon in the Pago Pago sunshine.

The strength of the game in the territory is at the youth level where administratiors have worked hard to establish the games in the schools - no mean feat in a country where the favoured sports are American past-times Gridiron, Basketball and Baseball.

However, the number of boys and girls playing football has now exceeded even those more established codes thanks to a successful development programme and the organisation of youth competitions which have proven widely popular.

The Elementary and High School competitions organised in conjunction with the Department of Education now boast the highest number of schools and participants of any sport in the country.

The flagship competition at youth level is the Summer League run in the school "summer" holiday period between the months of June - July.

The Federation is now looking to improve the game at a club level to provide a meaningful stepping stone for young players coming out of school.
